Johanns rails against EPA regulations

We've heard him talk about it before, and yesterday Sen. Mike Johanns took his concerns about EPA regulations for waterways to the Senate floor. Specifically, the regulations would apply to every U.S. waterway that's connected with the traditional navigable waters that are already subject to federal law. Sen. Johanns says the proposal would bury Nebraska farmers and ranchers in unnecessary permit applications. The EPA says the rules preserve the Clean Water Act exemptions for agriculture. EPA Administrator Gina McCarthy says what the new rules do is clarify protection for the upstream waters that are absolutely vital to downstream communities.
